ARTICLE
I: NAME
This unit of the Texas
Library Association shall be known as the Library Friends, Trustees, and
Advocates Round Table (LiFTA).
ARTICLE
II: PURPOSE
The
purpose of the Library Friends, Trustees, and Advocates Round Table (LiFTA)
of the Texas Library Association is to enable library friends, trustees
and other advocates to promote and foster the development of library services
by -
- the exchange of
ideas, experiences and information
- providing programs
ARTICLE
III: MEMBERSHIP
Any person who is
a member of the Texas Library Association may be a member of the Library
Friends, Trustees, and Advocates Round Table (LiFTA) and shall be entitled
to one vote on any question presented to the members.
ARTICLE IV:
ADMINISTRATION
Section 1: OFFICERS
-
The officers
of the Library Friends, Trustees, and Advocates Round Table (LiFTA)
shall be theChair, Vice-Chair (Chair-Elect), Secretary-Treasurer, Councilor,
Alternate Councilor, and Immediate Past-Chair.
- ELECTION OF OFFICERS
- The Executive
Board shall appoint a Nominating Committee of three members.
- The Nominating
Committee shall secure the consent of the nominees in advance and
shall report at the annual meeting.
- Officers shall
be elected at the annual meeting of the Round Table
by
a majority of the members present. In case of a tie, the person currently
holding the contested office would continue in office until a
new vote is taken. Officers must be members in good standing of
TLA
and a resident of Texas.
- Two or more persons
will be nominated for the office of Councilor. The person with the
highest number of votes shall be elected Councilor. The person with
the second highest number of
votes
shall be elected Alternate, to serve in the absence of councilor.
- TERMS
Officers shall take office immediately following Annual Conference and
shall serve a term of one year. The Councilor and Alternate Councilor
shall take office immediately following Annual Conference and
shall serve for three years or until a successor is
elected.
Section
2. EXECUTIVE BOARD
- The elected officers
and the Immediate Past-Chair shall constitute
the
Executive Board and shall administer the business of the round
Table
when not in session.
- The Executive Board
shall meet during the Annual Conference of the
Texas
Library Association and during the Annual Assembly of the Association.

A majority
of those attending shall constitute a quorum.
- The Executive
Board may establish other committees needed. The
Chair
shall appoint the chairman and committee members.
Section 3. VACANCIES
With the exception
of the office of Chair, vacancies shall be filled by
appointment of the Chair, with the appointee serving only until the end
of the term. Should both the Chair and Vice-Chair positions be vacated,
the President of the Texas Library Association shall appoint
a new Chair.
ARTICLE
V: DUES
Section
1. PERSONAL
Membership
dues, payable to the Texas Library Association, shall be
that amount established by TLA Council subject to approval by the
membership of TLA, 25 percent of which shall be credited to the
Library
Friends, Trustees, and Advocates Round Table (LiFTA).
Section
2: INSTITUTIONAL
Institutional dues, payable to the Texas Library Association, shall be
institutions
with income below $100,000. per year and for institutions with income
above $100,000. per year.
ARTICLE
VI: MEETINGS
Regular
meetings of the Library Friends, Trustees, and Advocates Round Table (LiFTA)
shall be held during the Annual Conference of the Texas Library Association.
Special meetings may be called by the Executive Board. A majority of members
attending shall constitute a quorum.
ARTICLE
VII: AMENDMENT AND REPEAL
The
Round Table may, at any meeting by a majority of the members present,
adopt, suspend, or amend these bylaws in accordance with the Bylaws of
the Texas Library Association.
