The TLA Bylaws and Resolutions Committee reviews all proposed changes to the TLA Bylaws or Standing Rules, and all formal proposed resolutions before they go to Council.

Who Can Submit a Proposal

  • Any current TLA member in good standing
  • Any TLA unit (District, Division, Round Table)

What You Can Propose

  • Amendments to the Bylaws
  • Amendments to the Standing Rules
  • Resolutions (formal statements of position, intent, or action)

What to Include in Your Submission

  • Exact wording of the proposed change or resolution
  • A rationale explaining the purpose and need
  • Any relevant background or supporting information
  • For changes to bylaws or standing rules, not whether the change affects other sections of bylaws or standing rules

Submission Process

  • Send your proposal to the Bylaws & Resolutions Committee via the online form
  • The Committee will edit your proposal into proper form (without changing the intent) and may consult with you
  • The Committee will forward the proposal to Council with it’s recommendations
  • Proposed amendments must be shared with Council/membership before the meeting where they’ll be considered
  • Resolutions must be submitted at least six hours before the Council meeting (three hours if generated by a same-day meeting)

Important Routing Notes

  • Bylaws- related motions must go to the Bylaws Committee before Council
  • Motions with fiscal implications must also be reviewed by the Budget Committee
  • Motions with legislative implications must also be reviewed by the Legislative Committee

Tip: Submit early! This allows the Committee to help you refine your proposal and ensure it’s ready for Council action.
